Hennessy was originally appointed to the District 28th seat of the Maryland House of Delegates in 2003 when Thomas E. Hutchins resigned to accept an appointment to the position of Secretary of Veterans Affairs. Hennessy remained in this seat for a couple of years when he was himself appointed, this time to the 4th District Court of Maryland in 2005 by former Maryland Governor Bob Ehrlich.
Hennessy graduated in 1995 from the University of Maryland College Park with his Bachelor's in Arts. In 1997 he graduated from the University of Maryland School of Law with his J.D.
