The school is named for Cecil Winfred Webb, an educator with the Garland Independent School District. Webb taught history at Garland High School and eventually became the principal of Old Bussey Junior High School when it was on the grounds of Garland High School. He also served as the first principal of Sam Houston Junior High School. He transferred in 1962 to become the principal of Watson Elementary School.
