William C. Perry was born in 1900 in Belleville, Kansas, where he would grow up. He served in World War I. He graduated from the University of Kansas in Lawrence, Kansas in 1922. There Perry was a member of the fraternity Phi Gamma Delta and earned both his undergraduate degree and a law degree. He would marry Enola about 1924, and they would have one son, William junior.
