Windeagle is a fictional character in the Marvel Universe. Windeagle was a young man from the Dominican Republic with Wakandan technology enabling him to fly. He was a pawn of the organization called the Dragon Circle and tried to kill the Black Panther. As he fought the Black Panther, Windeagle was killed by a sniper.
