Xiaowan Dam (simplified Chinese: 小湾坝; traditional Chinese: 小灣壩; pinyin: Xiǎowān Bà) is a large hydroelectric arch dam on the Lancang (Mekong) River in Yunnan Province, southwest China. It is currently under construction. When complete, it will be the world's highest arch dam and the second largest hydroelectric power station in China after the Three Gorges Dam.
Construction started on 1 January 2002. The river was dammed in October 2004.

Very good update on Japan Focus detailing the river, the dam which is part of 8 planned and the conflict it will cause with Vietnam, Laos, Thailand and Cambodia. The southern States that the water must pass through claim that the dam will effect the lives of the fisherfolk and the farmers.
