Head of ARCAM's Japanese headquarters, he took in Yu Ominae in his youth as a ward after he found out that he was an ex-COSMOS child soldier rescued by Oboro in South America. He then trained Yu in military and guerilla tactics in order to let him be activated as a Spriggan agent while being his handler. He was responsible for calling Rie Yamabishi back to Japan after learning that she was related to Yu Ominae due to their history.
