Josh's astoundingly hectic post-election schedule begins to catch up to him, and friends and co-workers worry that if he doesn't take some time off very soon, he won't be able to function as Chief of Staff in the long run. Meanwhile, he has his hands full, acting as liaison between the President-Elect and the White House, and trying to staff the West Wing for the new administration. At the top of his list for the Deputy Chief of Staff position is Sam Seaborn (Rob Lowe), who is reluctant to leave his happy life working in the private sector but seems intrigued by Josh's offer. Meanwhile, Santos enrages C.J. by undermining Bartlet's military agenda with a phone call to the President of China (but it's later revealed there is a Bartlet-supported reason for Santos' actions), and Donna and Sam give Josh separate ultimatums regarding a future relationship and a return to White House work, respectively.
