Turtle has no official status with any standards organization, but has become popular amongst Semantic Web developers as a human-friendly alternative to RDF/XML. A significant proportion of RDF toolkits include Turtle parsing/serialising capability, for example Redland, Sesame, Jena and RDFLib.
