Impressed by his skill in tackling his assassins, Chief Minister Vishwasrao Chowdhury (Raza Murad), delegates the task of locating the people behind a multi-crore rupee international scandal to Inspector Amar Damjee (Aamir Khan). Supporting the Chief Minister is Deputy Chief Minister Chaturvedi alias Chaubey (Paresh Rawal). Amar takes on this task, only to find himself behind bars for the murder of the Police Commissioner Mazumdar (Kulbhushan Kharbanda) daughter, Anjali.
