As a favor to Mossad, they are returning him to Zaire in exchange for information that Mossad desires. During the plane trip the smuggler reveals that ARES, a top-secret Navy weapon system, is on sale on the black market. In the light of this new information, Gibbs and his team return back to D.C. where they tail a man who developed the system and is now selling it to the highest bidder. During the investigations the team discovers that a man who has been watched by Tony during a special mission assigned to him by the director is amongst the bidders. Ziva and McGee are told not to bring the weapon's specialist in but rather to tail him. Unfortunately he discovers that he is under surveillance and tries to run, but dies of heart failure in the chase.
