Crockett and Tubbs are following Tony Amato (Bruce Willis), a weapon dealer, when they are forced to cooperate with the FBI. It turns out that Amato does not only sell regular guns, but he also has a stock of Stinger missiles, stolen from the National Guard.
When the surveillance starts, Crockett and Tubbs find out that Amato regularly hits his wife, Rita. Crockett wants to arrest him on the spot, charged with domestic violence, but the FBI refuses since they want to find out first where the Stingers are, and where they come from. Crockett contacts Rita and advises her to stay cool and cooperate with them, since they plan to arrest Amato.
Finally, Tubbs, undercover, is able to do business with Amato, and the Vice squad has Amato arrested. When Amato is taken to court, the Vice squad receives orders from an unnamed government agency to free Amato, since he is helping...
