A World Navy submarine is mysteriously destroyed at sea by what appears to be a mechanical green fish manned by two amphibian creatures. As occasions like this seem to becoming a regular occurrence, Sam Shore, Commander of the World Aquanaut Security Patrol (WASP) is ordered to investigate.
Captain Troy Tempest and Lieutenant George Lee Sheridan (a.k.a. "Phones") set sail in Stingray to investigate the destruction. Another green mechanical fish attacks them and they both pass out.
