After you've created a base and others have begun contributing to it, you might want to create some Help topics that are specific to it. The Music and Publishing commons, for example, already have a number of help topics on subjects like how to enter specific types of information, or how to deal with two topics about the same musical artist. When you've finished writing your Help topic you should edit its properties. This isn't strictly necessary, but it helps users distinguish between help topics from different domains when looking at the Help Topic type table view. Don't worry about any of the other properties, as these are used mostly to organize content in Freebase Help. If you want you can fill in the Intended Audience property and User Level properties (note that these are enumerated types, so your entry options are limited).
