Paul was born in 1963, the third child of Carol Paul (née Wells) and Congressman Ron Paul. All five children (Ronnie, Lori, Randy, Robert, and Joy) were baptized into the Episcopal church. The family moved from Pittsburgh to San Antonio in 1965, eventually settling in Surfside Beach, Texas in 1968.
