"Tooms" is a 1994 episode of The X-Files television series. It was the twenty-first episode broadcast in the show's first season. Tooms features the return of the character Eugene Victor Tooms and features the first appearance of Walter Skinner. At the Druid Hill Sanitarium in Baltimore, Eugene Victor Tooms attempts to escape from his room but is forced to stop when he is visited by his psychologist, Dr. Aaron Monte. Later, at FBI headquarters, Agent Scully is called before Assistant Director Walter Skinner and the Cigarette Smoking Man. Skinner criticizes the unconventionalism of the X-Files investigations and wants Scully and her partner, Agent Mulder, to do more by-the-book work, despite their many successes. At a hearing for Tooms, a doctor reports that Tooms has no physiological disorders; Dr. Monte claims his attack on Scully was due to losing his job and being falsely accused of murder.
