We have a split vote, not sure which way to break the deadlock here. I think they are the same but different release formats.

Kirrily was the one who voted "disagree" so perhaps she could expand on her reasons.
My reasoning for flagging it in the first place was basically the same as Gordon's. A pop-up storybook version of a story is just a different edition of a book, not a completely different work.
Perhaps if it's left in the queue, it'll accumulate some more votes which give a clearer view picture of the consensus (or lack thereof).

I'm trying to recall my reasoning, and I think it was mostly just "this smells fishy", but some of the things that went through my head were... why is the non-popup book published in 2000 and the popup one in 1984? Which was the original? If the pop-up one was the original, why is its title "X pop-up" rather than just "X"? Wouldn't a popup book have different artistic contributors than a non-popup? etc etc.

The non-pop-up "James the Red Engine" was published in 1948; the 2000 edition is just a reprint. The pop-up book is really "James the Red Engine and the Troublesome Trucks", which you can see if you follow the link to Open Library and then to WorldCat. ("...and the Troublesome Trucks" reprints, in pop-up format, one of the four stories originally contained in the 1948 book.) So I would say that this is definitively a don't merge situation.
